GSD-02 ­ Plant Layout Diagram ­ INSTRUCTIONS Microsoft Word version of GSD-02 Adobe PDF version of GSD-02 The purpose of GSD-02 (State Form 51605) is to provide a diagram of the entire plant site. This form consists of a checklist for identifying the basic information that is required to be included on the Plant Layout diagram. The GSD-02 form and the associated Plant Layout diagram are required for all air permit applications submitted to IDEM, OAQ. For the purposes of this form, the term "source" refers to the plant as a whole and NOT to the individual emissions units. NOTE: IDEM, OAQ has provided an example of a basic plant layout diagram on the Air Permit Applications Forms website. This is only an example and has not been drawn to scale. You are not limited to this illustration; add any information you feel is necessary to fully depict the layout of the plant site. The information on the plant layout is very important to the modelers, thus accuracy is important. If you do not provide the necessary information, applicable to your source, the application process may be stopped. Part A: Basic Plant Layout Part A provides IDEM, OAQ with the appropriate information about all buildings and access-limiting features in and around the plant site. You must provide scaled drawings, with the actual scale shown. All dimensions and units must be clearly indicated with a brief explanation of what is being shown. Please use this table as a checklist to indicate that you have included the following items on your plant layout diagram (All measurements should be given in feet.): 1. Building Location and Dimensions: Identify the location of each building on the plant site and provide the length, width, and height of each. Label each building with a unique building identification number and summarize this data in items 16-18 (Part D) of this form. 2. Property Lines and Access-Limiting Features: Identify the property lines and any features, such as fencing, that limits access to the plant site. 3. Surrounding Building Location and Dimensions: A surrounding building is any residential or non-residential structure that lies outside of the property line for the plant site. The occupants of these buildings may be negatively affected by processes that emit air pollutants; therefore, it is important to identify these buildings on the plant layout diagram and to provide the owners and occupants contact information on form GSD-14 ­ Owners and Occupants Notified. Identify the location of each building surrounding the plant site, and provide the length, width, and height of each. Summarize this data in items 21-22 (Part E) of this form. 4. Distances to Property Lines and Access-Limiting Features: Provide the distance to the nearest property line(s) and/or access-limiting structure(s) of each building on the plant site and each surrounding building. Summarize this data in item 19 (Part D) of this form and item 23 (Part E) of this form. 5. UTM Location Coordinates: Provide Universal Transverse Mercator (UTM) coordinates, or latitude/longitude, of individual stacks, individual buildings, or of the plant site as a whole. UTM coordinates describe the exact location of the source. They can be obtained from the United States Geological Survey (USGS) or the Indiana Department of Natural Resources (INDNR). Zone 16 is a fixed UTM number for Indiana. Latitude and longitude may be obtained from USGS maps. 6. Compass: Include a compass pointer showing which direction is north. 7. Scale: Include the scale used for your plant layout diagram. Part B: Emissions Point Information Part B provides IDEM, OAQ with the appropriate information about all stacks, roof monitors, doors and windows, control devices, and process vents at the plant site. You must show the location of all applicable emission points and include all relevant emissions point identification numbers for each. In addition, you will need to identify each of these emission points under "Stack Identification" on form GSD-04, Stack/Vent Information. Please use this table as a checklist to American LegalNet, Inc. www.FormsWorkflow.com indicate that you have included the following items on your plant layout diagram (All measurements should be given in feet.): 8. Exhaust Stacks: Identify the location of each external exhaust stack and provide the height of each. 9. Process Vents: Identify the location of each process vent and provide the appropriate parameters (horizontal or vertical discharge, etc.) for each. 10. Roof Monitors: Identify the location of and provide the height for each roof monitor or check the box indicating there are no roof monitors at the source. 11. Control Devices: Identify the type and location of each control device or check the box indicating there are no control devices at the source. 12. Interior Vents: Pollutant emissions that are vented inside the building have the potential to exit the building and enter the atmosphere through external doors and windows. For each building that contains a process that is vented inside the building, identify the location of and provide the dimensions for each external door and window. If there are no interior vents in any of the buildings at the source, check the box indicating this and do not include exterior doors and windows on your plant layout. Part C: Roadway Information Part C provides IDEM, OAQ with the appropriate information about the roadways in and around the plant site. Please use this table as a checklist to indicate that you have included the following items on your plant layout diagram (All measurements should be given in feet.): 13. Adjacent and Interior Roadways: Identify all roadways throughout and surrounding the plant site. 14. Roadway Surface Description: Describe the type surface of each roadway (gravel, dirt, paved, etc.). 15. Number of Lanes: Identify the number of lanes on each public roadway. Part D: Source Building Information Part D provides IDEM, OAQ with detailed information about each building at the plant site that is part of the source. If additional space is needed, you may make a copy of this table. (All measurements should be given in feet.) 16. Building ID: Provide an identification number that will be used throughout this application and in correspondence with IDEM, OAQ. 17. Building Description: Briefly
