FORM 4 - SUMMONS. This is an official United States Court of International Trade (CIT) document used to notify a defendant of a lawsuit filed in the court and to require a response to the complaint. Issued by the Clerk of the Court, this summons directs the defendant to serve an answer on the plaintiff’s attorney within 21 days of service, unless the defendant is the United States or a federal agency, in which case the response period is 60 days (or 14 days for actions under 28 U.S.C. § 1581(f)).
