A party involved in a representation case, such as a union or employer, may submit this request if they believe that the alleged unfair labor practices interfere with employees' ability to make a free and fair choice regarding union representation. To support the request, the filing party must provide an offer of proof, which includes the names of witnesses who will testify and a summary of their expected testimony.
