7610-1 - CERTIFICATE OF REPRESENTATION. This is a required form used to designate the official representative and alternate representative for units subject to specific environmental regulatory programs administered by the U.S. Environmental Protection Agency (EPA). These programs include the Acid Rain Program (ARP), Cross-State Air Pollution Rule (CSAPR) trading programs, and the Texas SO₂ Trading Program (TXSO2), among others. This form ensures that each regulated unit at a plant has a legally recognized representative responsible for submitting emissions data and compliance documents through the EPA’s Clean Air Markets Division (CAMD) Business System (CBS). The designated representative identified on this form is also authorized to certify submissions under other federal air pollution control programs such as the Greenhouse Gas New Source Performance Standards (NSPS4T), the Mercury and Air Toxics Standards (MATS), and the NOₓ SIP Call. The form collects detailed information about each unit, including plant location, ownership, unit type, purpose, classification codes, nameplate capacity, and whether the unit operates on Indian land. Submission of this form is required before any other program-related reporting, and any changes to the information must be promptly reported by submitting a revised Certificate.
