The TRAILS background check completed by the Department of Human Services does not reflect a confirmed report of child abuse or neglect. 6. The mental and physical condition of the child appears to make him/her a proper subject for adoption by the Petitioner(s). 7. That the best interests of said child will be served by said adoption; and that the best interests and welfare of the said child will be promoted by the issuance of this Final Decree of Adoption.
