Indiana Department of Environmental Management Office of Air Quality Air Permit Application Page 1 of 4 PI-14 Instructions 5/2006 PROCESS INFORMATION: Volatile Organic Liquid Compound Storage ­ INSTRUCTIONS Microsoft Word version of PI-14 Adobe PDF version of PI-14 The purpose of PI-14 (state form 52554) is to obtain detailed information about the volatile organic liquid storage tanks with a capacity over 250 gallons. PI-14 is a required form for all air permit applications submitted to IDEM, OAQ. For the purposes of this form, the term "source" refers to the plant as a whole and NOT to the individual emissions units. If you do not provide the enough information to adequately describe the process, the application process may be stopped. NOTE: Use this form to provide summary information for a single tank or a group of identical tanks. Duplicate the form as necessary to include information on all applicable volatile organic liquid storage tanks at the source. If there are a significant number of tanks at the source, the alternate version of the PI-14 form may be used. Part A: Process Information Part A identifies and describes the volatile organic liquid storage tank. Duplicate this form as necessary to include all applicable volatile organic liquid storage tanks. 1. Tank / Unit ID: Provide the identification number for the unit(or group of identical tanks). The identification numbers listed on this form should correspond to the emissions unit identified on the Plant Layout and Process Flow diagrams. 2. Installation Date: Provide the date on which the process unit was installed. If the exact date is not known, provide the month and year of the installation. If the unit has not yet been installed, provide the anticipated installation date. If the unit has been modified since the original installation, include the most recent modification date. 3. How many identical units are identified in this form? Indicate whether this form identifies one process unit, or a number of identical process units. Identical units must be of the same type, capacity, and installation date. If more than one identical unit, specify the number of units in the space provided. 4. Tank Location: Specify the location of the tank (or group of identical tanks). 5. Tank Type: Specify the type of tank. If none of the listed categories is applicable, specify the tank type under the "other" option. 6. Is the Tank Above Ground? Specify whether the tank is above ground or buried underground. If a tank is partially buried, it is an above ground tank. 7. Tank Orientation: Specify whether the tank is oriented horizontally or vertically. 8. Tank Color: Specify the color of the outside of the tank. 9. Materials Stored: List all materials stored in the tank and attach the Material Safety Data Sheet (MSDS) for each. True Vapor Pressure: Specify the true vapor pressure (PVA) in pounds per square inch at a temperature of twenty degrees Centigrade (psi at 20°C). 11. Vapor Molecular Weight: Specify the vapor molecular weight (Mv) in pounds per pound-mole (lb/lb-mol). 12. Annual Throughput: Specify the annual volatile organic liquid throughput for the tank in gallons per year (gal/hr). 13. Venting Method: Specify the method used to vent the tank. 14. Filling Method: Specify the method used to fill the tank. If none of the listed categories is applicable, specify the filling method under the "other" option. Part B: Emission Controls and Limitations Part B identifies control technology, control techniques, or other process limitations that impact air emissions. 15. Add-On Control Technology: Identify all control technologies used for this process, if applicable. A Control Equipment (CE) application form will need to be completed for each control device used, and a summary of control equipment should be submitted using form CE-01. 16. Control Techniques: Identify all control techniques used for this process. 17. Process Limitations / Additional Information: Use the space provided to identify any acceptable process limitations or to provide additional information. An example of an acceptable process limitation would be taking a limit on raw material usage. Such a limit would require an additional record keeping and reporting requirements to be enforceable. For some limitations, performance testing may also be required. Any future change to the established limit will require a permit modification. Part C: Information Specific to Tank Type Part C identifies the physical properties of the tank. 18. Tank Diameter: Provide the tank diameter (D) in feet (ft). 19. Tank Height: Provide the tank height (Hs) in feet (ft). 20. Tank Volume / Capacity: Provide the tank volume / capacity (V) in gallons (gal) and in cubic feet (ft3). 21. Maximum Liquid Height: Provide the maximum height of the liquid inside the tank (Hlx) in feet (ft). 22. External Floating Roof: If the tank is of the external floating roof design, provide the following information. a. Average Liquid Density: Provide the average liquid density (Wl) in pounds per gallon (lb/gal). b. Roof Type: Specify whether the roof is of the pontoon or double deck design. c. Tank Construction: Specify how the tank is constructed. d. Primary Rim Seal: Specify the type of primary rim seal. e. Secondary Rim Seal: Specify the type of secondary rim seal. If there is no secondary seal, choose "None". Internal Floating Roof: If the tank is of the internal floating roof design, provide the following information. a. Average Liquid Density: Provide the average liquid density (Wl) in pounds per gallon (lb/gal). b. Roof Type: Specify whether the roof is of the double deck design or use the "other" option to specify an alternate design. c. Self-Supported Fixed Roof: Specify whether the roof is self-supported and fixed in place. d. Number of Support Columns: Quantify the number of columns supporting the fixed roof. e. Deck Construction: Specify how the deck is constructed. f. Primary Rim Seal:
