When an appearance is made by a person acting in a representative capaci ty, his/her personal appearance or signature constitutes a representation that, unde r the provisions of 8 C.F.R. part 1003, he/she is authorized and qualified to represent individuals. Thereafter, substitution or withdrawal may be permitted upon the approval of the I mmigration Judge of a request by the attorney or representative of record in accordance w ith 8 C.F.R. 1003.17(b). Please note that appearances for limited purposes are not permitted. See Matter of Velasquez,19 I&NDec. 377, 384 (BIA1986). A separate appearance form (Form EOIR-27) must be filed with an appeal to the Board of Immigratio n Appeals (see 8 C.F.R. 1003.38(g)). Further proof of authority to act in a representative capacity may be required. AVAILABILITYOF RECORDS - During the time a case is pending, a party to a proceeding or his/her attorney or representative shall be permitted to examine the Record of Proceeding in the Immigratio n Court having administrative control over the Record of Proceeding, in accordance with the standard procedures of the Court. (4) Accredited representatives as defined in 8 C.F.R. 1292.1(a)(4). (5) Accredited officials as defined in 8 C.F.R. 1292.1(a)(5).
