The Supreme Court of South Carolina CERTIFICATE This certificate is to be used to show completion of the observation of the three contested custody merits hearings required by the South Carolina Private Guardian ad Litem Reform Act, S. C. Code Ann. Section 63-3-820, effective January 15, 2003. Under this Act, a lay Guardian ad Litem must observe three contested custody merits hearings prior to serving as a Guardian ad Litem.
