UNITED STATES DISTRICT COURT SOUTHERN DISTRICT OF ALABAMA March 2, 1995 Re: Criminal Justice Act Panel of Attorneys; Application for Membership to the CJA Panel for the United States District Court for the Southern District of Alabama Dear Attorney: Pursuant tothis Courts Criminal Justice Act Plan, as amended, effective February 28, 1994, a Panel Selection Committee has been appointed and will meet in the near future for the purpose of developing a panelof attorneys available for appointment to criminal cases in the Southern District o f Alabama. The panel of attorneys will consist of private attorneys regularly practicing before the Court who have demonstrated their professional responsibilities,interests, and abilities in criminal practice and n i representing the legally indigent. As you may know, a Community Defender Organization has been incorporated in this District and is expected to become operational within the next few months. This organization which is headedby Carlos Williams, the Federal Defender, and supported by three assistant federaldefenders, will be called upon o t represent most, but not all, of the indigent criminal defendants in this District. It is estimated that approximately twenty-five percent of the indigent criminal defendants in this District will require representation by attorneys who are eligible forappointment. These attorneys will be appointed from th e panel of attorneys designated by the Panel Selection Committee. If you are interested in serving as a member of the panel, you must complete the enclosed application and submit same to the Clerk of Court on or before April 17, 1995. Even though you may have previously accepted appointments in criminal cases in this District, you must complete and return the application. Please be advised that your submission of an applicationwill not necessarily result in you r selection to the panel of attorneys. Pursuant to theCriminal Justice Act Plan, the Panel Selection Committe e is required to meet at least once every six months and will consider additional applications for panel membership as needed.
