NO LETTERS OF OFFICE SHALL ISSUE, and the standby guardian shall not hav e any duties or authority to act until the standby guardian shall have received knowledge of the death or consent of the parent or predecessor guardian of the minor, or the inability of the parent or predecessor gua rdian of the minor to make and carry out day-to-day care decisions concerning the minor; D. The standby guardian of the estate of the minor shall file a bond as prescribed in subsection (c) of Sec tions 11a-3.1 and 12-2 of the Illinois Probate Act, and shall have no authorit y to act before approval of the bond andthe issuance of letters of office; * 2.
