IT IS FURTHER ORDERED that the Clerk of Court shall cause notice of the time, place and purpose of the hearing to be served upon at their last known address. If such personal should be terminated and said rights granted to at having been o'clock at which time the Petitioner shall appear to establish that Respondent's parental rights and Respondent may appear in opposition to the petition and in opposition to the evidence offered in service cannot be accomplished, then such notice shall be published in once each week for three consecutive weeks and notice shall be sent to Respondent by regular and certified mail to the last known address, a copy of the Petition attached thereto.
