OWN-48 - PROPERTY OWNER’S DECLARATION. This is a Los Angeles County Assessor form used to request review or reversal of a property reappraisal following a change in ownership or title. Property owners or their authorized agents must complete Sections 1 through 4 and attach supporting documentation, such as deeds, trusts, notarized agreements, court orders, marriage or death certificates, tax returns, and cancelled checks. The form covers various transaction types, including interspousal transfers, joint tenancy changes, trusts, life estates, parent–child or grandparent–grandchild transfers (Propositions 58 and 193), senior citizen transfers (Proposition 60), legal entity transfers, and eminent domain.
