L-1044 - NOTICE OF APPEAL - CIVIL CITATION. This form is used to appeal the final decision of an administrative review regarding a civil citation in Orange County. After exhausting the administrative review process, the contestant/appellant may file this form with the Superior Court pursuant to Government Code § 53069.4.
