It allows self-represented litigants or attorneys to certify why they are unable to e-file—such as lack of internet access, no email account, limited English proficiency, or technical difficulties. Certain parties, including those who are incarcerated, involved in juvenile cases, or have disabilities preventing e-filing, are automatically exempt.
