MSC-JV-002 - DECLARATION FOR ACCESS TO JUVENILE CASE FILE IN POSSESSION OF JUVENILE COURT. This form is used in the Superior Court of California, County of Merced, Juvenile Division, by individuals who are requesting access to a juvenile case file under the authority granted by Welfare and Institutions Code (WIC) § 827 and California Rules of Court, rule 5.552. Juvenile case files are confidential by law, and access is strictly limited to specific categories of individuals or entities. The form requires the person making the request to identify themselves as someone authorized under WIC § 827(a)(1)(A)-(O), which includes but is not limited to: the minor involved in the case, the minor’s parents or attorneys, law enforcement officers, social workers, school officials, child welfare agency personnel, and certain individuals involved in family law or dependency proceedings.
